In addition, such a situation could rapidly develop into widespread use of nuclear weapons and participation in the conflict by other nuclear weapon states. There would likely be a loss of any control over the situation and a high probability that a global nuclear conflict would ensue. There are at least eight nations that have stockpiles of these weapons, each subjected to various pressures and each making decisions in a very tense, unstable international situation in which nuclear weapons had been used. There are enough weapons on hair-trigger alert status to destroy the world many times over. The risk of an accidental or unintended nuclear war would greatly increase after one or more nuclear weapons had been used. It follows that any decision to introduce nuclear weapons into a conflict carries with it an extremely high risk of developing into a large nuclear holocaust. It is for these reasons that we ask all nuclear weapon nations to seriously consider and hopefully act on our resolution to cancel any pre-emptive nuclear war doctrines, and any doctrines that would allow nuclear weapons to be used as an extension of a military operation. |
